Gambling banned in Papum Pare
YUPIA, Oct 28: Papum Pare District Administration today issued an order banning all kinds of gambling, including dice, striker etc. in public places during this Diwali under Arunachal Pradesh Public Gambling (Prohibition) Act, 2012.
“Any kind of gambling, including playing of dice, striker etc. in public places is an punishable offence under the said Act,” the order said.

Training on WIFS kicks off at Khonsa
ITANAGAR, Oct 28: Training on Weekly Iron Folic Acid Supplementation programme under NRHM was today inaugurated by Tirap Deputy Commissioner Kamlesh Joshi at Community Hall Khonsa.

PR leaders appeal to expedite Basar rape and murder case trial
ITANAGAR, Oct 28: The Panchayati Raj leaders and women representatives of Daring and Basar circles of West Saing district, in a joint representation, have urged the Chairperson of Arunachal Pradesh State Commission for Women (APSCW) to influence upon the authority concerned for expediting the trial of Basar rape and murder accused.
They urged the chairperson to ensure that the accused is not granted bail under any circumstances and the culprits are convicted accordingly. It also requested the APSCW to visit the village to know the ground reality of incident.
It informed that a minor girl from Basar, who went missing from Dari Village on October 11, was found dead near Nyigam Village on October 13 by police. Police arrested four suspects in this connection for interrogation, they informed.

KSC mourns Namchoom’s death
ITANAGAR, Oct 28: Khamti Singpho Council (KSC), the apex body of the Khamti and Singpho communities, has deeply mourned the demise of Chow Indrajit Nachoom.
“Namchoom was not only a prominent member of the society but also a great personality of the region. The void created by his death will be difficult to fill,” the society said in a condolence message.
“Beside a very simple and straightforward man with amiable nature, who had selflessly served the people with utmost sincerity and dedication, Namchoom was an icon of sports.”
He played Santosh Trophy in 1959 and further excelled in football and went on to represent India in Youth Asian Soccer Tournament held at Saigon, Vietnam in 1964 under his captaincy. He was always a part of active indoor and outdoor games and won many trophies to his credits, KSC informed..

Centre sanctions 3111 additional houses for Puroiks
NEW DELHI, Oct 28: Union Ministry of Rural Development has sanctioned 3111 additional
houses for the Puroik community in Arunachal Pradesh. These include 780 houses in
East Kameng, 331 in Papum Pare and 2000 houses in Kurung Kumey districts under the
Indira Awaas Yojana for the financial year 2013-
The information was conveyed to Chief Minister Nabam Tuki by Union RD Minister Jairam Ramesh during a meeting here today.
The development comes in the wake of constant efforts of the Chief Minister to increase the allocation for facilitating housing facilities to the backward communities of the state. The State Government under the leadership of Tuki has been initiating schemes for achieving social inclusion amongst the backward communities.
The Union Minister has also informed that the Empowered Committee meeting for the 57 road works under PMGSY will be convened on 5th November, 2013 for final consideration/sanction of these roads out of which 21 roads are in border areas, mostly on Indo China and Indo Bhutan border.

NEW DELHI, Oct 28: Union Minister of Petroleum and Natural Gas Dr. M Veerappa Moily will attend the Vikas Rally to be organized at Itanagar on November 16 next to highlight and introspect on the development achievements of the Congress Government in the state. The Rally will also mark the commemoration of two years of Chief Minister Nabam Tuki in office. He had assumed office of the Chief Minister on November 1, 2011.

No misuse of fund, clarifies PWD
ITANAGAR, Oct 28: While reacting to the news item about allegation of misuse of fund
meant for legislative assembly project, the Executive Engineer (EE) Capital Division-
“The project was entrusted to PWD in July, 2007 by the Legislative Assembly Secretariat and the work was awarded to the contractor, after the finalization of site on 03/04/2009 and the site was formally taken over by the contractor on 25/08/2009 with a project duration of 24months and the building was supposed to be completed by 24/08/2011. But from the day one, the contractor has miserably failed to mobilize adequate resources and machineries to expedite the progress of the work at site,” stated the EE.
Further he added, “Various clauses of the contract was not adhered too, instead the Technical Partner of the project M/s P Bhaskar Reddy, Secundarabad, Andhra Pradesh has recuse/withdrawn from the project as Technical Partner, which compelled the department to refer the matter to the government headed by then Chief Minister, late Dorjee Khandu, for rescind of the contract on 23/03/2010.”
“The state Government in turn took the matter to cabinet and decided that the same contractor shall execute the work with the original terms and conditions of the contract by appointing a new technical partner. Thereafter, a new technical partner called M/s Lotus Construction Company, Vijayawada, Andhra Pradesh was roped in and was made the new technical partner. The progress made thereafter was also not satisfactorily and the payment was made as per the progress achieved at site. Besides this, the consultancy payment of 140.00 Lacs and 683.73 lacs were made for the procurement of steel and cement for the project, he clarified.
The EE further clarified that only 2762.59 lakh has been released by legislative assembly secretariat till date.
“The alleged reason of non release of payment is an excuse to cover up own misdeeds in the project. The claimed pending bill of 6.98 crore is imaginary and arbitrarily in nature which holds no ground for consideration of payment. As such, the claim of the contractor is misguiding. Therefore, there is no question of misuse of the fund meant for the Assembly building construction as alleged by the contractor,” continued the EE.

The awareness programme was organized by the NABARD consultancy services Pvt. Ltd. (NABCONS) in association with a local NGO Amik Matai Society (AMS), Tezu.
Generating awareness among the farmers and other stakeholders about the economic functions and benefits of the commodity futures market has been one of the major activities of the Forward Market Commission (FMC), informed Kamal Roy, Assistant General Manager, NABARD. The FMC is a body under the Department of Economic Affairs, Ministry of Finance, Government of India.
The main objective of the commodity market is to provide centralized market place where farmers can sell their commodities to those who wish to use them for manufacturing or consumption, and where producers and consumers can conveniently meet.
Apart from emphasizing the utility of the markets, the awareness programme also educated the participants on how to participate in the market, the precautions to be taken, and the use of information generated by the market in their decision making process.

AMS representative Ruzing Bellai talked on the role of NABARD and various developmental activities undertaken by the bank for the benefit of the farmers, SHG members and unemployed tribal youths in the agriculture and rural development sector.
He opined that the efficient functioning of the commodity futures market warrants active participation of physical market stakeholders.
This would enable it to serve as a meaningful and effective platform for price discovery and price risk management and provide significant economic inputs to the physical market players, especially farmers, to support their production and marketing relating decision making process.

The global warming, natural calamities, dwindling of greeneries and drying of the natural sources of water are the offshoots of man made disasters which needs to be addressed in a focused manner, he said.
He exhorted the participants to share their wisdom and knowledge at their level so as to generate consciousness on this burning issue among the young generation adding what matter most is participation not the win or loss in the competition.

Blood donation camp cum motivational talk on Voluntary Blood Donation
ITANAGAR, Oct 28: Vivekananda Yuva Shakti in association with Arunachal Pradesh State AIDS control Society organized a blood donation cam cum motivational talk on voluntary blood donation at RK Mission Hospital, Itanagar today.
Dr. Joram Begi, Director of Higher & Technical Education, GoAP and also the Pranth Pramukh of VKV in Arunachal Pradesh attended the function as the chief guest and lauded noble and philanthropic efforts by the youth brigade of Vivekananda Yuva Shakti and encouraged them to carry forward the noble work.
Swami Chinmayananda , one of the senior most monk of RK Mission Math and who has been associated with the RK Mission in Arunachal Pradesh for the past 45 years, especially in the field of education as a special invitee spoke on the role of youth in nation building.

Tacho inaugurates new circle office building
ANINI, Oct 28: Urban Development, Town Planning and Fisheries Minister Rajesh Tacho has inaugurated the new circle office building at Mipi constructed on October 26 in presence of Deputy Commissioner Tamune Miso, Circle Officer Nikita Panggam, PRI leaders, GBs and general public of the circle.
Later, addressing a public meeting, the Minister urged the PRI members to involve public in all developmental activities so that transparent, cordial and conducive working environment is maintained. He also urged public to extend cooperation to the Govt. officers and officials in all Govt. activities to ensure proper and coordinated functioning of Govt. machineries and also to ensure successful implementation of various Govt.’s flagship programmes, developmental projects and schemes in the district.
On the occasion, the Deputy Commissioner appealed every inhabitants of the circle to be responsible in safeguarding Govt. properties as their own. Further, dwelling in length about Govt.’s various ongoing Health and Hygiene programmes, the DC advocated for cleanliness in the village, individual households, office surroundings as clean and tidy surroundings ensures safe and secure environment for every one of us to lead a health living/life.
