No misuse of fund, clarifies PWD

ITANAGAR, Oct 28: While reacting to the news item about allegation of misuse of fund meant for legislative assembly project, the Executive Engineer (EE) Capital Division-A, PWD, Itanagar in a press release today clarified that slow progress of work is entirely due to sheer negligence of contractor in mobilizing adequate resources for expediting the work, despite release of payment in time.

“The project was entrusted to PWD in July, 2007 by the Legislative Assembly Secretariat and the work was awarded to the contractor, after the finalization of site on 03/04/2009 and the site was formally taken over by the contractor on 25/08/2009 with a project duration of 24months and the building was supposed to be completed by 24/08/2011. But from the day one, the contractor has miserably failed to mobilize adequate resources and machineries to expedite the progress of the work at site,” stated the EE.

Further he added, “Various clauses of the contract was not adhered too, instead the Technical Partner of the project M/s P Bhaskar Reddy, Secundarabad, Andhra Pradesh has recuse/withdrawn from the project as Technical Partner, which compelled the department to refer the matter to the government headed by then Chief Minister, late Dorjee Khandu, for rescind of the contract on 23/03/2010.”

“The state Government in turn took the matter to cabinet and decided that the same contractor shall execute the work with the original terms and conditions of the contract by appointing a new technical partner. Thereafter, a new technical partner called      M/s Lotus Construction Company, Vijayawada, Andhra Pradesh was roped in and was made the new technical partner.  The progress made thereafter was also not satisfactorily and the payment was made as per the progress achieved at site. Besides this, the consultancy payment of 140.00 Lacs and 683.73 lacs were made for the procurement of steel and cement for the project, he clarified.

The EE further clarified that only 2762.59 lakh has been released by legislative assembly secretariat till date.

“The alleged reason of non release of payment is an excuse to cover up own misdeeds in the project. The claimed pending bill of 6.98 crore is imaginary and arbitrarily in nature which holds no ground for consideration of payment. As such, the claim of the contractor is misguiding. Therefore, there is no question of misuse of the fund meant for the Assembly building construction as alleged by the contractor,” continued the EE.

DHS organizes health awareness camp at Pakoti

ITANAGAR, Oct 28: The District Health Society, East Kameng in collaboration with PHC Pakoti and PRI members of Pakoti and Mebua GPCs conducted a day-long health awareness camp at Pakoti village on October 26.  The Information, Education and Communication (IEC) campaign covered vector borne diseases, including Malaria, Japanese Encephalitis and Dengue, and leprosy and Iodine Deficiency Disorder (IDD).

Dr. Kapu Sopin, MO in-charge of Pakoti PHC highlighted the aims and objectives of the awareness programme in the light of the various sicknesses endemic to the district, such as Malaria and its possible vulnerability to others such as Japanese Encephalitis and Dengue.

Elucidating on Hansen’s disease or Leprosy, Dr. Sopin talked about its prevalence and its signs and symptoms. He advocated for immediate consultation of doctors in the case of symptoms, like hypo-pigmentation, itch-less single or multiple patches with loss of sensation on limbs, face, trunk or body, as early detection aids complete cure.

Dr. Dirang Pizi, District Vector Borne Disease Control Programme Officer (DVBDCPO) clarified various misconceptions about Malaria. Colorfully tracing the history of the cure for Malaria by Ronald Ross in South Africa, he underlined that female anopheles mosquitoes, and not air, water or food caused Malaria. He went on to explain the strategies to be adopted for combating mosquitoes, both at the larval stage (such as chemically treating stagnant water bodies) and adult stage (such as large scale spray, repellents and mosquito nets).

Dr. Pizi similarly introduced the lesser known, but equally grave Dengue and Japanese Encephalitis to the village audience. Describing the symptoms of three diseases, he advised the gathering to seek medical attention without any delay in case of suspected illness.

Dr. Khoda Tada while talking on Iodine Deficiency Disorders explained about the importance and role of iodine in growth and development of a person. He informed the public that iodine, found in rocks and seas, is naturally scarce in hilly regions due to surface run-off of water. This is compounded by the dietary habits in the Himalayan region (consumption of food items such as maize, bamboo shoot, finger millet), which leads to depletion of iodine from the body, thus leading to prevalence of the disorder in places like Arunachal Pradesh. The disorder, he explained, is manifested in spontaneous abortion of foetus, mental under-development, cretinism and goitre.

To combat IDD, he advocated the use of iodised salt and consumption of iodine-rich food, including dairy products. A demonstration to ascertain the presence of iodine in commercially available salt was carried out.

Dr. Nyagi Geiyi, District Medical officer, East Kameng appreciated the public and panchyat leaders for their active participation in the programme. He also lauded the medical team of PHC, Pakoti, which he declared as one of the better-run in the state.

He advised the public to identify land for the future expansion of medical infrastructure. Underlining the role of ASHAs, he exhorted the people to avail of schemes such as JananiSishuYojana for pregnant and expecting mothers.

Later, he gave away the prizes to the winners of essay writing competition on ‘’Iodine Deficiency Disorder and its Prevention’’.

Takam Nicholas, CO Seppa, appreciated the medical team as well as the public of the Pakoti and surrounding areas for their initiatives and encouraging responses to the programme respectively.

He advised the gathering to put into practice the suggestions of the speakers.

Four hundred numbers of mosquito nets were distributed among the villagers and students.

The logistics for the programme was managed by Rohit Bayang, ASM Pakoti and Mefe Tai, Gram Chairperson, Pakoti.

PRI leaders, Gaon Buras, ASHAs, teachers and students of Govt. Sec. School, Pakoti and Govt. Middle School, Mebua and general public attended the camp.

The awareness programme was organized by the NABARD consultancy services Pvt. Ltd. (NABCONS) in association with a local NGO Amik Matai Society (AMS), Tezu.

Generating awareness among the farmers and other stakeholders about the economic functions and benefits of the commodity futures market has been one of the major activities of the Forward Market Commission (FMC), informed Kamal Roy, Assistant General Manager, NABARD. The FMC is a body under the Department of Economic Affairs, Ministry of Finance, Government of India.

The main objective of the commodity market is to provide centralized market place where farmers can sell their commodities to those who wish to use them for manufacturing or consumption, and where producers and consumers can conveniently meet.

Apart from emphasizing the utility of the markets, the awareness programme also educated the participants on how to participate in the market, the precautions to be taken, and the use of information generated by the market in their decision making process.

According to a study by the Tata Institute of Social Sciences (TISS), the growth of commodity futures markets in India has helped farmers dismantle powerful trading cartels in potato and mentha (mint) oil. It has also helped farmers take more broad-based decision on production, storage and marketing of farm produce, informed Roy.

In order to make the concept of commodity futures trading clearer to the farmers, a movie on “Kal Ki Soch” was shown to the participants.

AMS representative Ruzing Bellai talked on the role of NABARD and various developmental activities undertaken by the bank for the benefit of the farmers, SHG members and unemployed tribal youths in the agriculture and rural development sector.

He opined that the efficient functioning of the commodity futures market warrants active participation of physical market stakeholders.

This would enable it to serve as a meaningful and effective platform for price discovery and price risk management and provide significant economic inputs to the physical market players, especially farmers, to support their production and marketing relating decision making process.
